On Saturday, October 13th at 5 pm, Glasgow Police Department conducted a traffic stop on 25-year-old John R. Butchino’s vehicle for expired registration plates. Dispatch confirmed the registration expired August 12th.

Upon contact with Butchino, he stated that he didn’t have an operator’s license. Butchino also stated that the vehicle he was in didn’t have insurance. Officer Nick Houchens observed numerous beer cans in the bed of the truck and the driver appeared nervous. Officer Houchens observed that Butchino’s had pooling of blood underneath his lower eyelids, which is consistent with the use of marijuana. Officer Houchens had Butchino undergo the one leg stand. He was swaying during the test, he also could not count out thirty seconds in thirty seconds. His perception of time was slow. Officer Houchens asked Butchino if he was on any medications and he replied by saying he had smoked a marijuana blunt earlier in the day. Butchino had glossy eyes and was sluggish.

Butchino was transported to T.J. Samson for a collection of blood and urine, but refused. Butchino admitted to smoking the marijuana blunt earlier in the day with his 17-year-old cousin. The juvenile was also in the vehicle during the stop. The juvenile was intoxicated and had a beer in her purse.

Butchino was charged with 1.) No/Expired Registration Plate 2.) No Operators/Moped License 3.) Failure of Nonowner Operator to Maintain Required Insurance 1st Offense 4.) Operating Motor Vehicle Under the Influence of Drugs/Alcohol/etc. 1st Offense 5.) Unlawful Transaction with Minor 2nd Degree and 6.) Unlawful Transaction with Minor 3rd Degree.
