Construction company casts bid to build downtown park

GLASGOW, Ky. — One bid from a construction company was received last Friday at Glasgow City Hall for the construction of a downtown park.

The Downtown Park Steering Committee of the Glasgow City Council resumed its business earlier this year. The committee paused its work last year due to the COVID-19 pandemic.

Wes Simpson, the project lead and chairperson of the committee, appeared before the Council June 14 to explain the committee’s desire to resume its business.

The committee resumed, and most recently placed an advertisement for RFPs – request for proposals. Scott, Murphy & Daniel, a Bowling Green construction company, responded to the RFP.

“This is a pretty proud moment that we’re here at the precipice of doing it,” Simpson said.

The advertisement was placed on a statewide bidding and procurement site on Sept. 3. The City of Glasgow uploaded the RFP to its bidding and procurement site Sept. 7, Simpson said.

The project must be advertised so contractors can respond with their proposals and projections. The original deadline for the RFP was Oct. 15. However, that date was too soon for many contractors.

“We’d gotten a lot of feedback from contractors that said, ‘we don’t have enough time,’” Simpson said. “‘We just do not have enough time to put a proposal together.’”

An addendum was made, and the RFP deadline was extended to Nov. 19.

Scott, Murphy & Daniel’s base budget was projected at $2.23 million, but a splash pad was not included in that figure. The cost increases to $2.3 million with a splash pad, and to $2.4 million with a playground and splash pad.

The company projected groundwork could begin as soon as July 25, 2022. The project timeline was estimated to be 15 months from the time the committee gave them notice to proceed. The completion time would be late spring 2023.

The original RFP projected oral presentations from construction bidders to be held the week of Nov. 29. The selection of a construction partner to build the park is slated during the week of Dec. 2.

Simpson said the committee will likely hold a special meeting in the coming days to consider the proposal and the next steps in the park’s construction.
