A man was arrested after Glasgow Police Department officers responded to a complaint of a slumped over male in his car at a gas station on W. Main Street on Tuesday, Feb. 25.

Upon arrival, officers located the vehicle and, after shaking the vehicle to wake the man, identified him as 30-year-old Joseph Arbogast of Glasgow. He “appeared to be lethargic and had glossy, pin-point pupils” and was “agitated and fidgety” when speaking with the police officer, according to the department’s uniform citation.

While one officer was speaking to Arbogast, another officer spoke to gas station employees who said he had been parked at a fuel pump since 8:30 a.m. The citation lists the time of arrest at 10:15 a.m.

After Arbogast initially refused and then relented, officers performed several field sobriety tests and confirmed that Arbogast was impaired. Officers also located a 25mm handgun inside his pants pocket and confirmed that he was a convicted felon.

Arbogast was arrested and charged with public intoxication on a control substance and possession of handgun by convicted felony. His court date is scheduled for Feb. 27 at 12:30 p.m.
