Senate Bill 19, which requires “a moment of silence or reflection” to be observed at the beginning of the public school day lasting “at least one minute” and allows “local boards of education [to] authorized…pupils to attend moral instruction” for one hour a week, is now the law.

Governor Andy Beshear initially vetoed the now-law, writing that the bill “has no exceptions,” leading to law violations by kindergartners, does not recognize those religions that utilize standing prayers and is ill-defined in its moral instruction provision.

It was overridden by a majority from both House of Representatives and Senate members.

David Givens, the senator representing Barren County, voted to override the veto while Barren County Representative Steve Riley did not vote at all.
